He ran the memo through a panel — a former SOCOM J-3, a cleared-defense-tech investor, a senior policy analyst, two consensus-fact-checkers. Six minutes later he had the question the board chair would ask first, the citation that wouldn't survive scrutiny, and the paragraph he could cut without losing the argument.
